Special Education

The Howard County Public School System acknowledges and supports the rights of all students to receive a free appropriate public education (FAPE) that will enable them to develop their unique talents and abilities, thus preparing them to participate in and serve their community with dignity and pride. We offer a continuum of services and programs to meet the needs of students with disabilities.

Use of School Facilities

The office serves as a liaison between the HCPSS and all groups requesting the use of HCPSS facilities. In addition, the Use of School Facilities Office facilitates the leasing, operation and management of discontinued schools and surplus space.

School Construction

The school system considers construction projects carefully as each project goes through a myriad of stages from concept to completion.

School Planning

The Office of School Planning is responsible for projecting student enrollment, planning for infrastructure needs, developing school boundary studies and studying attendance area adjustments, and writing the school system’s annual feasibility study.

Summer School Programs

Each summer the HCPSS presents a number of learning experiences and educational opportunities by offering a wide variety of programs and classes. These programs and classes are open to Howard County residents as well as out-of-county residents.

Reporting Fraud and Abuse

The Board of Education (BOE) wants Howard County residents to have the highest trust in the public officials and employees of the Howard County Public School System (HCPSS). Therefore, the Board expects school system employees to conduct themselves in a responsible, ethical manner at all times in the performance of their duties and to serve as good stewards of public funds.

Friends of Education

The Friends of Education Award was established by the Board of Education to recognize individuals, businesses, or organizations making innovative or unique contributions that directly support the school system’s mission of excellence in teaching and learning.
