Recruitment and Hiring
In alignment with our Strategic Plan, the Recruitment and Hiring team facilitates a comprehensive recruitment process designed to attract and retain the very best educators and staff for the Howard County Public School System. We work with prospective and current employees participating in the application and onboarding process for all permanent and temporary positions to serve our schools and offices.

Temporary services staff include substitute teachers, substitute paraeducators, lunch and recess monitors, paid and volunteer coaches, and a variety of other temporary roles. To contact the temporary services team, please reach out to: Temporary_Services@hcpss.org.
Position Control, Staffing and Employee Credentialing
The Position Control, Staffing and Employee Credentialing team is responsible and accountable for the oversight of all position management operations for the school system and maintaining position integrity. This team facilitates the Involuntary and Voluntary Transfer Processes for certificated and non-certificated staff, as well as assists in the identification of placements for all staff members returning from leaves of absence.
In addition, this team is responsible for managing the certification/licensure processes and supporting over 5,400 certificated/licensed employees throughout the school system.

Employee Services
The Employee Services team is responsible for processing leaves of absence, retirements, tuition reimbursement, Student Loan Assistance Repayment Program, and conducting new hire orientation. The team also manages personnel records, employment verifications, and years of service audits for the purpose of retiree benefit eligibility.

Howard County Maryland Retired School Personnel Association
Howard County Maryland Retired School Personnel Association (HEART) welcomes teachers, administrators, and support staff who have retired from Howard County Public School System.
HRIS and Data Integrity
The HRIS and Data Integrity team manages and optimizes the Workday system while ensuring employee data is accurate, secure, and compliant. The team oversees system configuration, reporting, and integrations, and establishes data governance standards that support reliable analytics and informed decision-making across the organization.

Classification and Compensation
The Classification and Compensation team ensures positions are appropriately classified and compensated by evaluating job duties, maintaining job descriptions, and administering salary structures within negotiated agreements and other compensation frameworks, in alignment with internal equity, market data, and legal requirements. Their work supports fair, consistent pay practices that help attract, retain, and motivate employees across the district.
