Supplemental Benefit: Flexible Spending Accounts
1/15/26 Update: The issue reported last week about problems using Flexible Spending Account (FSA) cards to pay for Health Care and Dependent Care Expenses has been resolved. Staff may resume using their FSA cards to pay for Health Care and Dependent Care Expenses. Please be aware that the FSA vendor, Flexible Benefit Administrators, may require receipts to validate purchases–a common practice with FSA accounts. 1/8/26 Update: The Benefits Office is aware that employees have not been able to use their Flexible Spending Account (FSA) cards to pay for Health Care and Dependent Care Expenses. The problem is expected be resolved on or before Wednesday, January 14. In the meantime, if you are signed up for a 2026 FSA, you are still actively enrolled in the benefit and there has been no change to your eligibility. 2026 Flexible Spending Account Updates
Effective January 1, 2026, HCPSS is switching from Navia to Flexible Benefit Administrators for FSA administration. HCPSS will continue to offer two types of Flexible Spending Accounts (FSAs): Health Care FSA and Dependent Care (Day Care) FSA. FSA allow employees to set aside a sum of pre-tax dollars to use for expenses associated with medical and dependent care, as defined by IRS regulations. The IRS requires that all funds set aside each plan year must be used by year end or they will be forfeited and not refunded. You MUST make a new FSA election each year during the Annual Open Enrollment period.
Please note:- Employees will enroll in flexible spending accounts in Workday.
- Employees may submit claims to Navia through April 30, 2026 for service received between January 1, 2025 and March 15, 2026.
- If employees still have monies remaining in their Navia FSA accounts when the switch to Flexible Benefit Administrators occurs, they should submit claims to Navia by April 30, 2026 for any service received between January 1, 2025 and March 15, 2026. If employees have monies remaining and they do not submit claims in this timeframe, they will forfeit those monies.
- Healthcare FSA – 2026 annual maximum is $3,300.
- Dependent Care FSA – 2026 New Annual maximum is $7,500 per house hold.

About HCPSS’ Flexible Spending Accounts
HCPSS offers employees the opportunity to save on eligible expenses through two Flexible Spending Accounts (FSAs) administered by Flexible Benefit Administrators: a Health Care FSA and a Dependent Care (Day Care) FSA.
The Health Care FSA lets you set aside pre-tax dollars from your paycheck to cover out-of-pocket medical expenses, helping you reduce your taxable income and save money on healthcare costs you already incur.
The Dependent Care FSA allows you to use pre-tax dollars to pay for eligible day care expenses, offering a smart way to manage child care costs while maximizing your savings.
Enroll in FSAs Every Year
Unlike some other HCPSS benefits, FSA accounts do not automatically roll over from one year to the next. If have and wish to continue having an FSA account, you MUST enroll in one each year.Set Up and View Your Account
To set up your FSA account, visit the Flexible Benefit Administrators Participant Portal and click the register button in the top-right corner of the homepage. You will be directed to the registration page. Follow the prompts to create your account. The Participant Portal enables you to check balances, submit claims and receipt documentation, pay bills, manage investments and more.
You can also use the mobile application, FBA Mobile, to submit claims and benefit from faster claim processing times. Download the Mobile App at the iTunes App Store or Google Play. Log in using your Participant Portal user ID. If you do not have a user ID, follow the prompts to complete the registration process.
Submit a Claim
Take the following steps to submit a claim:- Get started by visiting https://fba.wealthcareportal.com/ or open your mobile app and log-in to your account using your user name and password.
- Hover over Claims and then click Submit Claim on the portal or click Claims in the app.
- Fill in all of the information on the form, including
- Service Dates
- Account Type
- Claim Amount
- Enter the provider information if payment is to go to the provider
- Attach a file or snap picture of your documentation.
- Check certification box and click OK
- Once you have entered all of your claims, check the certification box and then click Submit.
Once completed your claim will be posted immediately to your account and will be reviewed within 2-3 business days.

- Complete the Direct Deposit Form if you are a new FBA participant or if your bank account information has changed. This form is to be used if you want your reimbursement(s) direct deposited into your bank account.
- Complete the FBA Transaction Substantiation Form if documentation is requested for a FSA healthcare/FSA Dependent Care transaction.
- Complete the FSA Dependent Care Reimbursement Claim Form if you are submitting a dependent care claim to FBA for reimbursement.
- Complete the FSA Medical Reimbursement Claim Form if you are submitting FSA healthcare claim to FBA for reimbursement.
- Complete the FBA Benefits Card Election Form if you:
- are a new FBA participant and wish to be issued a Benefits Card
- your Benefits Card has been lost/destroyed and you wish to be issued a new Benefits Card
- you would like a Benefits Card issued to your dependent (who is over the age of 18)
- your dependent’s Benefits Card has been lost/destroyed and wish to have a new one issued to them
