Human Capital Classification, Compensation and Certification

The Classification, Compensation, and Certification (CCC) team supports certificated employees, across all HCPSS locations. The CCC team is responsible for managing the certification process for all certificated staff, accurately defining and evaluating the essential position functions (roles and responsibilities) of all positions, as well as performing reclassifications, compensation reviews and audits; and salary equity studies.

Human Capital Position Control and Staffing

The Position Control and Staffing team is responsible and accountable for the oversight of all position management operations for the school system and maintaining position integrity. This team facilitates the Involuntary and Voluntary Transfer Processes for certificated and non-certificated staff, as well as assists in the identification of placements for all staff members returning from leaves of absence.

Employee Services and Human Capital Programs

The Employee Services Team is responsible for processing leaves of absence, retirements, workers’ compensation claims, employment verifications, requests for ADA accommodations, and Fitness for Duty Assessments, as well as ensuring that candidates successfully complete the pre-employment processing of criminal background checks, I-9 verifications, and HB486. The team also manages personnel records, and unemployment claims.

Howard County Maryland Retired School Personnel Association (HEART) welcomes teachers, administrators, and support staff who have retired from Howard County Public School System.
