Ensure equitable distribution of resources to schools to better meet student needs

Percentage of schools meeting required school funding/expenditure
By 2029, HCPSS will track revenue and expenditures for specific Blueprint for Maryland’s Future funding areas to ensure that per-student funding is being allocated and spent at the school the student attends.
Equity commitment
HCPSS will analyze and report on school compliance with funding regulations and will use areas that are out of compliance to inform resource allocation.

Why was this measure selected?
The Blueprint for Maryland’s Future supports all students being successful by increasing funding based on the numbers of students who receive special education services, who are identified as Multilingual Learners, and/or who live in poverty. School-level reporting of revenue allocations and expenditures is required through the Blueprint legislation.
How were targets set?
Targets will be determined based on the baseline data collected. The Blueprint for Maryland’s Future requires 75% of required state and local funding allocations to “follow the student” and be expended at the school the student attends.
