Why was this measure selected?
Whereas 70% of students in 2024 and 52% of Howard County residents in 2021 were individuals of color, 33% of HCPSS staff were individuals of color in 2024. Research indicates that “increased diversity amongst teachers and broader sets of school professionals benefits student achievement and outcomes.” (source: MSDE)
How were targets set?
Staff examined historical trends to identify a realistic growth (2.5% annual growth rate) of individuals of color for diversifying the HCPSS workforce to better reflect the students we serve.
