Objective

Increase percent of students participating in advanced programs including college and career ready pathways and challenging course and minimize disparities across student groups.

Measure

Percent students who have participated in college and career ready (CCR) pathways by the end of Grade 12.

By 2029, HCPSS will increase overall student participation in CCR pathways (Advanced Placement, career and technical education, dual enrollment) from 72% to 80%.

Equity commitment

HCPSS will increase enrollments of student groups underrepresented in these CCR pathways such that at least 69% of students across racial/ethnic groups and at least 52% of students eligible for special services have exposure to at least one CCR pathway by the end high school in 2029.

Why was this measure selected?

The Blueprint for Maryland’s Future defines three distinct pathways for students to complete Post-CCR requirements. Pathways include a competitive entry college preparatory program (AP), early college or dual enrollment program, or a career and technical education program.

How were targets set?

Modeling after the Maryland Every Student Succeeds Act target-setting methodology, staff used 2024 performance as the baseline year and aimed to reduce the gap to 100% students experiencing CCR pathways by half by 2032.
