Objective

Increase the percent of students who are college and career ready by the end of Grade 10 and minimize disparities across student groups.

Measure

Cumulative grade point average, Algebra I grade, State assessments in English 10 and Algebra I.

By 2029, HCPSS will increase the percent of Grade 10 students prepared for college and career readiness pathways from 64% to 75%.

Equity commitment

HCPSS will reduce disparities in college and career ready outcomes by student group such that at least 58% of students in each racial/ethnic group and at least 46% of students eligible for special services are CCR by Grade 10.

Why was this measure selected?

According to the Blueprint for Maryland’s Future, students meeting this CCR standard demonstrate “an ability to transition successfully to postsecondary coursework at a two- or four-year institution or to the workforce.” (source: MSDE)

How were targets set?

Modeling after the Maryland Every Student Succeeds Act target-setting methodology, staff used 2024 performance as the baseline year and aimed to reduce the gap to 100% students meeting CCR criteria by half by 2032.
