Objective

Increase the percent of students proficient in mathematics by the end of middle school and minimize disparities across student groups.s

Measure

By 2029, HCPSS will increase the percent of middle school students proficient in mathematics, as demonstrated on the state assessment in mathematics, from 41% to 64%.

Equity commitment

HCPSS will reduce disparities and opportunities in mathematics outcomes by student group such that at least 48% of students across all racial/ethnic groups are proficient, and at least 42% of students eligible for special services are proficient by 2029.

Why was this measure selected?

The State assessments in mathematics measure students’ proficiency on the content outlined in the Maryland College and Career Ready Standards. Students demonstrate understanding by “solving real-world problems, making sense of quantities and their relationships, and reasoning mathematically.” (source: MSDE)

How were targets set?

The Maryland Every Student Succeeds Act (ESSA) provided targets for each school to reduce the percent of students not proficient by half by 2032, using 2017 performance as the baseline. The targets in this strategic plan used the 2032 ESSA target, but annual growth was recalculated from 2023 performance to yield more achievable annual targets. To reduce disparities between student groups, annual targets for historically-underserved groups were set to increase at a faster rate.
