Board Approves Resolution Recognizing Safe School Zones

September 8th, 2017

The Howard County Board of Education approved a resolution to support and protect the rights of all Howard County Public School System (HCPSS) students, regardless of immigration or citizenship status. The resolution was unanimously approved during the regularly scheduled Board meeting on Thursday, September 7, 2017.

The resolution notes that maintaining an environment of civility and mutual respect are critical to learning and achievement, and reinforces the school system’s commitment to protecting the safety and emotional well-being of every child. It declares that every HCPSS facility is a safe zone for students and families, where staff strive to provide a nurturing and supportive environment.

The resolution specifically states that staff will take no action to discourage any student from participating in the educational program, and will not request students or families to provide information about their immigration status. It affirms that harassment or discrimination based on immigration status—or any other reason—will not be tolerated.
