Bridge To Excellence (BTE)
The Bridge to Excellence in Public
Schools Act requires that each Maryland school district develop
a comprehensive master plan and proposes an allocation of additional
state funds to help finance those plans. The new finance structure is modeled after the recommendations
of the Commission on Education Finance, Equity, and Excellence -- known
as the Thornton Commission -- and establishes a standards-based
approach to public school financing that is based on the premise
that all students regardless of race, ethnicity, gender, disability,
or socioeconomic background can achieve when they have access
to rigorous curriculum, highly qualified teachers, and programs
that employ proven strategies and methods.
