Policy 9000 – Student Residency, Eligibility, Enrollment and Assignment

The purpose of this policy is to establish procedures for determining eligibility to attend school in the Howard County Public School System (HCPSS), for admitting/enrolling students in schools, and for reassigning students.

Policy 9010 – Attendance

The purpose of this policy is to establish the requirements for student attendance, guidelines for attendance monitoring and recording, and procedures for supporting chronically absent and habitually truant students.

Policy 9020 – Students’ Rights and Responsibilities

This policy provides a summary and overview of the legal rights and responsibilities of students enrolled in the HCPSS when on school property, when at a school-related activity, and when subject to the authority of the HCPSS.

Policy 9030 – School-Sponsored Publications and Productions

The purpose of this policy is to provide guidelines related to school-sponsored student publications and productions.

Policy 9050 – Student Records

The purpose of this policy is to establish standards and procedures for maintenance of confidentiality, disclosure of information, and security of all records related to students, in accordance with federal, state, and local laws and regulations. This policy also assures compliance with the Federal Family Educational Rights and Privacy Act (FERPA) regarding individual student’s education records.

Policy 9060 – Rehabilitation Act of 1973 Compliance: Section 504

The purpose of this policy is to establish standards and procedures for compliance with Section 504 and subsequent amendments for eligible students.

Policy 9070 – Academic Eligibility for High School Extracurricular Activities

The purpose of this policy is to establish minimum academic criteria that must be met by high school students in order to be eligible to participate in school-sponsored extracurricular activities.

Policy 9080 – Interscholastic Athletic Program

The purpose of this policy is to establish criteria for implementing the interscholastic athletic program.

Policy 9090 – Wellness Through Nutrition and Physical Activity

The purpose of this policy is to provide direction to HCPSS staff regarding staff and student wellness through nutrition education, physical education, physical activity, and the selection of nourishing foods and beverages and to fulfill the requirements of the Healthy Hunger-Free Kids Act of 2010.

Policy 9100 – Educational Programs for Pregnant and Parenting Students

The purpose of this policy is to provide direction regarding educational programs for pregnant and parenting students.

Policy 9200 – Student Discipline

The purpose of this policy is to establish and communicate disciplinary procedures and guidelines to staff, students, parents, and the community.

Policy 9210 – Student Dress Code

The purpose of this policy is to outline acceptable standards for student dress during the school day and during other school-related activities and to outline disciplinary actions taken in response to violations of these standards.

Policy 9230 – Alcohol, Other Drugs, Prescription Medication and Over-the-Counter Products

The purpose of this policy is to establish parameters for both educational programs and disciplinary action taken in response to violations.

Policy 9250 – Weapons

The purpose of this policy is to establish parameters for ensuring a safe and nurturing school environment for students and staff by prohibiting the possession and use of weapons on school property and at school-sponsored activities and to provide clear consequences for anyone who violates this policy.

Policy 9260 – Student Search and Seizure

The purpose of this policy is to provide guidelines related to the school system’s authority to conduct searches of a student and the student’s possessions, and to provide uniform procedures for the administration of such searches.

Policy 9270 – Student Assault and/or Battery on Staff

The purpose of this policy is to help ensure a safe and secure environment for all staff members by outlining the process that administrators must use if a student engages in assault and/or battery directed towards a staff member or service provider.

Policy 9280 – Students Charged with Community or Reportable Offenses

The purpose of this policy is to establish and communicate to employees, students, and parents the procedures and guidelines for responding when students are charged with reportable offenses or offenses related to membership in a criminal gang and/or have committed community offenses.

Policy 9290 – Gangs, Gang Activity, and Similar Destructive or Delinquent Group Behavior

The purpose of this policy is to provide guidelines, standards, and implementation procedures for:

A. Preventing and eliminating gang activity and similar destructive or delinquent group behavior on school property, on school buses, and at school-sponsored functions.
B. Prohibiting reprisal or retaliation against individuals who report gang activity and similar destructive or delinquent group behavior or who are victims, witnesses, bystanders, or have reliable information about an act of gang activity and similar destructive or delinquent group behavior.

Policy 9300 – Homeless Children and Youth

The purpose of this policy is to provide guidelines to ensure that children and youth who are homeless are enrolled in the HCPSS without barriers and that they receive equal access to all educational programs and school-related activities.

Policy 9400 – Student Behavior Intervention

The purpose of this policy is to define the process by which the Howard County Public School System (HCPSS) promotes positive behavior interventions to ensure the consistent use of exclusion, physical restraint, and seclusion as forms of student behavior interventions in schools and to ensure that the use is limited to necessary/critical situations.
