Planning for Spring 2021
As HCPSS continues to adapt to unprecedented uncertainties and challenges in the wake of COVID-19, the school system is preparing for a possible hybrid instructional model that will continue to offer robust instruction, support students’ individual needs, and provide the flexibility to quickly adapt to rapidly evolving circumstances. All plans are guided by the decisions of the Maryland State Department of Education and input provided by students, families, staff and stakeholders, and will be continually refined as the situation evolves.

Board of Education Third Quarter Decision
- → Full Statement
The Howard County Board of Education voted to continue HCPSS in a virtual instructional model through the third academic quarter, which ends April 14, 2021.
Stakeholder input will help inform the Board’s decisions regarding the spring semester. An email option is available for parents/guardians, students, staff and other stakeholders who wish to provide input and feedback to the Board regarding the spring semester instructional model. Please email feedback to email@example.com. The Board will review all emails; however, due to the anticipated volume, individual responses should not be expected.
Additional feedback has been solicited in a number of ways:
- A survey on intent for a possible hybrid second semester was available to all parents/guardians in October.
- A survey on intent to return to work a possible hybrid second semester was sent to school-based staff.
- The Board of Education hosted a virtual town hall, Monday, November 9. All stakeholders were invited to submit questions online prior to the event.
Planning for Fall 2020
With uncertainties surrounding the start of the 2020-2021 school year due to the unknown status of COVID-19, HCPSS led a process to detail multiple solutions to provide for all students’ academic needs and ensure appropriate supports. The solutions were guided by the decisions of the Maryland State Department of Education and input provided by students, families, staff and stakeholders, and were refined as the situation evolved.
