Academic Intervention Programs
The goal of Academic Intervention is to provide
students will support to achieve the high academic
standards of the Howard County Public School System.
Academic Intervention is composed of several programs.
Black Student Achievement Program (BSAP)
BSAP assists HCPSS with implementing the Bridge to
Excellence Five-Year Master Plan and achieving the goal
of closing the achievement gap evident in the patterns
data as it relates to black students. BSAP of the
secondary level assists middle and high school black
students with meeting identified educational, career and
personal/social competencies.

Bridges Over Howard County
Bridges is a 21st Century Community Learning Centers
program providing after-school programs to four
elementary, three middle and three high schools in
Howard County. The purpose is to create community
learning centers that provide students with academic
enrichment opportunities as well as additional services
designed to complement their regular academic program.
Community learning centers also offer families of these
students literacy and related educational development.
Currently, the participating schools are:
- Bryant Woods, Running Brook, Laurel Woods and
Deep Run Elementary
- Mayfield Woods, Murray Hill and Wilde Lake
Middle
- Long Reach, Reservoir and Wilde Lake High School

Mathematics, Engineering, Science Achievement
Program (MESA)
MESA is a structured, multi-year, pre- college
program that prepares students for academic and
professional careers in mathematics, engineering,
science and technology. The program’s goals are to:
1. Increase the number of engineers, scientists,
mathematicians and related professionals in fields
where minorities and women are traditionally
underrepresented, and
2. Encourage and assist minorities and females to
achieve academic and professional success in these
fields.
MESA’s academic enrichment model includes the
following.
- Math and science enrichment classes and meetings
- Tutoring and mentoring
- Academic planning and career counseling
- Field experiences
- Computer and technology instruction
- Guest speakers
- SAT preparation programs
- Collaborative learning groups
- Parent involvement
- Scholarships
- Incentive awards
- Science/engineering fairs

Family and Community Outreach
Family and Community Outreach is directed towards
accelerating the achievement of underachieving student
groups through comprehensive programs of school, family
and community partnerships. The program also facilitates
the integration of resources within the central office
and serves as a resource across all service areas for
best practices in conducting family outreach.
Many services are provided.
- Assisting schools, families, and the community
in developing the frameworks and resources necessary
to establish and maintain strong effective learning
partnerships
- Developing and maintaining linkages with
families who have not been actively involved in
their children’s education
- Developing mechanisms to assess the
effectiveness of parent, family and community
involvement in education
- Serving as the community support manager for the
BSAP community based learning centers
- Assisting family involvement action teams of
schools holding membership in the National Network
of Partnership Schools
The program office consists of the:
- Family and Community Outreach Specialist
- School based parent liaisons who serve as a
resource of support for selected schools and
families
- Triple A Community Outreach Liaison who serves
as a resource of support for community
organizations, faith based institutions and agencies
in supporting the HCPSS goals
