March 31, 2014 (#2013-177)

The Howard County Board of Education will hold a regularly scheduled meeting at 4:00 p.m. on Thursday, April 10, 2014 in the Board Room at the Department of Education, 10910 Clarksville Pike in Ellicott City.

Both the afternoon and the evening session, which convenes at 7:30 p.m., will begin with a “Public Forum,” when members of the public may address the Board on any topic other than those for which a formal public hearing process exists. Advanced sign up is preferred.

During the evening session, the Board will hold a public hearing on the following:

March 28, 2014 (#2013-176)

Girls on the Run of Central Maryland (GOTR) has partnered with the Howard County Public School System to promote self-respect, self-confidence and positive choices for girls in Grades 3-8. The partnership will be formalized with an official signing Sat., March 29 at 9 a.m. at Clarksville Elementary School, 12041 Clarksville Pike, Clarksville.

Under the terms of the partnership agreement, GOTR will provide opportunities for elementary and middle school girls to participate in programs that encourage positive emotional, social and physical development through interactive lessons and running games at participating schools across the county. GOTR also will offer program scholarships and explore internship opportunities for high school students. In line with the Vision 2018 HCPSS strategic plan, this partnership supports student well-being and physical activity as part of every child’s daily routine.

Howard County Board of Education Chairman Ellen Flynn Giles and Board Member Janet Siddiqui will join Girls on the Run Executive Director Kathy Barnett and Founder/Community Outreach and Marketing Director Lisa Martin to sign the partnership agreement at the March 29 event.

Girls on the Run (www.gotrcentralmd.org) is an international physical activity based positive youth development program that trains girls from third through eighth grade to run a 5K race, while educating them on how to develop a healthy physical and emotional lifestyle.

The Howard County Public School System’s Partnerships Office (www.hcpss.org/aboutus/partnership) unites businesses and community organizations with schools to enhance the educational experience. Partnerships benefit schools, businesses, and the entire community by leveraging the resources of all participants. Partners may commit human or financial resources or other support.

The Howard County Public School System announces the commencement ceremony schedule for the 2013/14 school year. The HCPSS is pleased that it was able to confirm the dates earlier than in past years to better accommodate parents, students, schools and community members.

All commencements will take place at Merriweather Post Pavilion, with the exception of Cedar Lane School. The full schedule, including parking and drop-off directions, can be found on our 2014 Commencement Web page, http://www.hcpss.org/schools/commencement/.

All graduation ceremonies for the Class of 2014 will be streamed live online and available on demand within minutes of each ceremony’s end. Ceremonies also can be seen on the HCPSS cable TV stations, Comcast Channel 95 and Verizon Channel 42, within 24 hours of each event. DVDs of the commencement ceremonies also will be available for purchase. Full details on the broadcast schedule and viewing information will be available in the coming weeks.

March 19, 2014 (#2013-173)

Students from Centennial, Hammond, and Atholton high schools competed against more than 2,000 students from around the world at the Johns Hopkins University Model United Nations competition in February.

Model U.N. is a competition in which students represent nations of the world on various U.N. committees. The teams from Centennial and Hammond were the only Maryland schools to receive awards in this year’s competition.

Several students also won individual awards:
· Jessica Quinter, Hammond HS, Best Delegate for the Security Council,
· Alex Quinter, Hammond HS, Honorable Mention as Alexander Grushko.
· Daniel Park, Centennial HS, Honorable Mention for his role on the Paris Peace Committee
· Parth Contractor, Centennial HS, Honorable Mention representing Meiun in the Quad Sohei (Specialized Committee).

March 14, 2014 (#2013-171)

Columbia Association's Youth and Teen Center (YTC) at The Barn has partnered with the Howard County Public School System to offer year-round educational and recreational programs for youth and teens. The partnership will be formalized with an official signing Mon., March 17 at 3:30 p.m. at The Barn, 5853 Robert Oliver Pl., Columbia.

Under the terms of the partnership agreement, the YTC will provide opportunities for students to participate in a variety of programs available at the YTC that promote leadership skills, self-esteem and encourage community service. The YTC also will collaborate with Oakland Mills Middle and High Schools to support positive behavior programs at each school. In line with the Vision 2018 strategic plan, this partnership supports collaborations with community organizations to provide whole day well-being.

Howard County Board of Education Member Sandra French and HCPSS Executive Director of School Improvement and Administration Frank V. Eastham Jr. will join Columbia Association President Phillip Nelson, Division Director of Community Services Leslie Barnett, Youth and Teen Programs Manager Rene Buckmon and Youth and Teen Programs Coordinator M. Safire Windley to sign the formal partnership agreement at the March 17 event.

Columbia Association's Youth and Teen Center at The Barn (www.columbiaassociation.com/facilities/youth-teen-center) provides safe options for teens and pre-teens to socialize and participate in recreational and educational programs. Columbia and Howard County youth ages 9 to 18 are welcomed year round with after-school, summertime and weekend activities and programs that are designed to promote self-esteem and to develop life skills.

The Board of Education 2013-2014 Operating Budget Review Committee (OBRC) will meet from 8:45 a.m. to 10:00 a.m., in Conference Room ML2 at the Department of Education, 10910 Clarksville Pike in Ellicott City on the dates below. The committee provides input to the Board regarding the annual operating budget submitted by the Superintendent. The Board of Education established the committee to review the budget and comment on priorities and proposed new initiatives. All meetings are open to the public.

March 13, 2014 (#2013-169)

The 2014 HCPSS STEM Fair and Festival featured 175 projects from students in middle and high school. Volunteers from HCPSS and the scientific community donated their time and expertise to judge the projects.

Prizes were awarded for first place and runner up in six categories at both the middle and high school levels, and specialty awards were presented by several organizations. Outstanding student work also was recognized through the Dr. Lee Summerville Award for Biology and the Dr. Lynn Collins Award for Mathematics. Both Drs. Summerville and Collins served the students of HCPSS for many years, and the trusts to support these awards were established upon their retirements as legacies to their service.

Certificates of Excellence were presented to students in high school who entered mentored projects. Medals of Distinction were awarded to category runners up and trophy awards were presented to high scoring projects in all categories in at both levels.

The Fair was held in conjunction with the STEM Festival, where more than 1,000 people enjoyed 150 interactive exhibits from students and schools.

March 12, 2014 (#2013-167)

The Howard County Public School System will host its 10th annual History Day Competition on Sat., March 15 from 9 a.m.-3 p.m. at Reservoir High School, 11550 Scaggsville Rd., Fulton. This year’s event, which is sponsored by the HCPSS Office of Secondary Social Studies, includes 165 project entries presented by 233 students, representing 19 middle and six high schools. More than 60 teachers and staff, Board of Education members, business partners and community members will volunteer as judges to evaluate student entries.

The county History Day program is a collaborative effort among teachers, media specialists, central office staff, libraries, colleges and local historical institutions. Students in Grades 6-12 worked for many months conducting historical research on a self-selected topic that relates to this year’s National History Day theme of Rights & Responsibilities in History. Each student’s History Day project was submitted for review at the school level prior to entering the countywide competition.

Students will present entries in five categories: exhibit, performance, multimedia documentary, research paper and website. HCPSS awards 1st, 2nd and 3rd place winners in each category. The top two entries in each category from the Howard County regional contest will advance to the state contest, May 3 at UMBC.

The Board of Education of Howard County regularly holds "Coffee & Conversation" sessions at schools throughout the county. These meetings provide citizens with an opportunity to share a cup of coffee and chat informally with Board members. The meetings are held in various regions of the county but interested persons from throughout the county are invited to attend any or all of the meetings.
