BOE Legislative Committee To Meet

The BOE's Legislative Committee will meet at 3:30 p.m. on Wednesday, January 16, 2013. The meeting will take place in the Lobby Conference Room ML 2, at the Department of Education new webpage icon, 10910 Clarksville Pike in Ellicott City.

Rick Wilson, State Supt., School Supt. and other HCPSS staffFolly Quarter Middle Named Maryland Blue Ribbon School

State Superintendent Lillian Lowery announced this morning that Folly Quarter Middle School has been named one of six Maryland Blue Ribbon Schools for 2012.

"Folly Quarter Middle School has an extremely committed staff and a student body intent on rising to academic challenges," said HCPSS Superintendent Renee A. Foose. "Principal Rick Wilson and the entire Folly Quarter community have a great deal to be proud of today, as they are recognized as a model school within the state."

Students at Folly Quarter are among the top performing students in the state as measured by their scores on the Maryland School Assessments (MSAs). In 2012, the school achieved pass rates that exceeded 95 percent on the Grades 6, 7 and 8 reading and mathematics MSAs, as well as the Grade 8 science MSA.

Folly Quarter MS has received statewide recognition for a number of academic and operational achievements over the past several years. These honors include:

  • Positive Behavioral Interventions and Supports (PBIS) Maryland Gold School (2010, 2011 and 2012).
  • MSDE School Performance Award recipient (2004 – 2011).
  • Maryland Green School (2010).
  • Maryland Black Saga Competition Top 10 (2011, 2012).

In addition, several Folly Quarter MS staff members have been recognized for their outstanding contributions to education, including:

  • Rick Wilson, Maryland Association of Secondary School Principals Principal of the Year, Middle School Level (2010).
  • Tammy Goldeisen, Maryland Association of Secondary School Principals' Assistant Principal of the Year, Middle School Level (2011).
  • Trish Watt, nominee for Washington Post Agnes Meyer Outstanding Teacher Award (2011).

The Blue Ribbon Schools Program is a state and national program that recognizes and honors schools that exhibit high performance and/or significant improvement in reading and mathematics achievement as measured by Maryland's assessments. Schools must meet rigorous standards developed by the Maryland State Department of Education and the U.S. Department of Education. These schools are either extremely high achievers in reading and mathematics or economically disadvantaged schools exceeding norms and dramatically closing achievement gaps of their students in reading and mathematics.  Maryland can select up to six schools for recognition, based on its school-age population. The Maryland Blue Ribbon Schools go on to compete for National Blue Ribbon Awards, which will be announced by the US Department of Education next September.

BOE To Hold Regular Meeting And Public Hearings (Revised)

The Howard County BOE will hold a regularly scheduled meeting at 4 p.m. on Thursday, Jan. 10, 2013 in the Board Room at the Department of Education new webpage icon, 10910 Clarksville Pike in Ellicott City.

Both the afternoon and the evening session, which convenes at 7:30 p.m., will begin with a "Public Forum," when members of the public may address the Board on any topic other than those for which a formal public hearing process exists. Advanced sign up is preferred.

During the evening session, the Board will hold public hearings on the following:

  • Naming of New Elementary School #41.
  • Policy 5120 Prevention and Control of Communicable Diseases.
  • Policy 10000 Parent, Family, and Community Involvement.
  • Proposed 2013-2014 Academic Calendar.

Individuals who wish to testify at the hearings are asked to limit their presentation to three minutes and to provide 15 written copies of their testimony at the time of the hearings. Pre-registration will take place during business hours prior to the hearings, up to the close of business on the last working day before the hearings.

Guilford Elementary To Partner With Omega Psi Phi Fraternity

A partnership between the Tau Pi Chapter of the Omega Psi Fraternity and Guilford Elementary helps students build academic and social skills and develop personal responsibility. The partnership agreement will be formalized with an official signing on Tuesday, December 11 at the Sheraton Columbia Waterside Restaurant at 10207 Wincopin Circle in Columbia.

Under the terms of the partnership agreement, the fraternity will work with school staff to offer mentoring programs and activities that promote academic excellence, motivation, self-control, social skills and self-esteem. Partnership programs will include an after-school program for third, fourth and fifth grade students where fraternity members help students review homework, encourage positive behavior, explore career opportunities and sponsor other activities that support academic achievement.

At 8:30 a.m., James H. Kerr, Jr., Basileus, Omega Psi Phi Fraternity, Tau Pi Chapter, Inc. will join Ellen Flynn Giles, member of the Howard County BOE; Genée Varlack, principal at Guilford Elementary School; Diane Martin, Director Student Family and Community Services, and others to sign the formal partnership agreement.

Omega Psi Phi, an international fraternity comprising more than 700 undergraduate and graduate chapters, was founded at Howard University in 1911. The organization is dedicated to supporting its cardinal principles of manhood, scholarship, perseverance, and uplift.

The HCPSS Partnerships Office unites businesses and community organizations with schools to enhance the educational experience. Partnerships benefit schools, businesses, and the entire community by leveraging the resources of all participants. Partners may commit human or financial resources or other support.

Display Of Proposed Instructional Materials

Instructional materials recommended for the first time will be on display in the lobby of the Department of Education new webpage icon, 10910 Clarksville Pike, Ellicott City, MD 21042; the Howard County Central Library, 10375 Little Patuxent Parkway, Columbia, MD 21044; and the Howard County Library Miller Branch, 9421 Frederick Road, Ellicott City, MD 21042.

The materials will be displayed December 19, 2012, through January 14, 2013. The display is available at the Department of Education lobby Monday through Friday from 8:00 a.m. - 4:30 p.m. excluding December 24, 25, 2012 and January 1, 2013 and at the Howard County Library during normal business hours.

All citizens may review displayed materials. Appropriate forms will be available to use for expressions of approval or requests for re-evaluation of any of the proposed instructional materials. If there are any questions, please call 410-313-5634.
