International Liaison, Spanish-Speaking -
International Student Registration

Description

The International Liaison coordinates the registration process for international students and English language learners (ELL) new to the Howard County Public School System. The International Liaison in the International Registration Center will facilitate the registration process, coordinate the collection and maintenance of data pertinent to student records, and communicate with each respective receiving school. In addition, the International Liaison is a cultural broker who supports academic achievement by bridging the language and cultural gap between the school, international students and families, and works collaboratively with administrators, staff, and the community.

Essential Job Functions

This person will be responsible for the following:

  • Welcomes newcomer international students and families and assists in accessing available school services.
  • Collaborates with school staff to meet the standards of Goal 1 and Goal 2 of the Howard County Public School System.
  • Serves as a cultural broker between international students, families, and school staff.
  • Assists international students and English language learners and their families in the registration process for admission to school including the multifamily disclosure applications.
  • Develops and encourages/promotes International Parent Involvement Program to support the students, families, and school staff.
  • Maintains effective interaction between the school system and the English language learner community.
  • Facilitates the involvement of international students and families in the education process.
  • Interprets and translates short passages of text, as needed.
  • Educates the school system staff in understanding diverse cultures.
  • Participates in staff development related to second language acquisition and cultural acclimation.
  • Develops and maintains the collection of data pertinent to English language learner records.
  • Submits data reports, as needed.
  • Performs relevant duties as assigned.

Qualifications

Applicants must meet all of the following qualifications to be considered: (Use resume and letter to specifically address each qualification.) Applicants who do not meet all qualifications, will not be considered for the position.

  • Bachelor's degree from an accredited college or university in a language other than English, TESOL (Teaching English to Speakers of Other Languages), Counseling, Human Relations, Cross-cultural Relations, or other related field.
  • Fluency in Spanish.
  • Experience working with under-served populations.
  • Demonstrated excellence in written and oral communication skills in English and Spanish.
  • Demonstrated organizational skills in collecting data, scheduling appointments, and time management.
  • Demonstrated competence in the design and use of word processing, databases, and spreadsheets.

Each candidate should possess the following:

  • Familiarity with state and federal legislation regarding the provision of public education to English language learners.
  • Evidence of ability to work with others and to appreciate other cultures.
  • Computer literacy, specifically with word-processing and data base programs.

Salary

This is an 11-month position, Grade 20 on the Central Office Technical Salary Scale. The salary range for this position starts at $29,019. Salary placement will be in accordance with the salary procedures of the Howard County Public School System.

    • One of the references must come from the most current supervisor.
    • Additional references should be from higher-level supervisors such as managers, directors, superintendents, etc.
    • In some situations, other professional references may be accepted.
    • All references must be mailed directly to the HCPSS by each individual serving as a reference.
    • References hand delivered to the HCPSS must individually be sealed in a company envelope.

Additional Information
