No Child Left Behind (NCLB)
NCLB requires all teachers of core academic subjects hired after the first day of the 2002-2003 school year, in a program supported with Title I funds, to achieve “highly qualified” status. All teachers in core academic subjects must meet requirements by the end of 2005-2006 school year.

Early Childhood Education

Elementary Education Teaching in Elementary School
1. Certification (eligibility for APC or NBC)
2. State content test (PRAXIS II 0014 or out of state tests)
3. Academic major

Elementary Education Teaching in Middle School
1. Certification (eligibility for APC or NBC)
2. Standard Professional I and II holders must take and pass the appropriate
Middle School content test
3. 30 credits in the appropriate Middle school content area (6 credits in
English, 6 credits in Math, 6 credits in Science, 6 credits in Social Studies,
6 credits in related subjects)

Special Education Teaching in Elementary School and Middle School
Special Education certified teacher teaching in Elementary or Middle school AND who are the teacher of record, must be certified in all content areas they are teaching.
1. Meet requirements for an Advanced Professional certificate AND take and pass the Elementary content PRAXIS II test number 0014.
2. Standard Professional I and II holders can take and pass the appropriate middle school content test to add the endorsement areas to their certificate.
3. Complete the Special Education HOUSSE rubric for each content area taught.
All Elementary certified teachers holding an Advanced Professional certificate are “highly qualified” to teach any core subject area in Elementary and Middle school.
