1050 Tobacco-Free Environment (View)
The Howard County Board of Education adopted a revision of Policy 1050 on April 16, 2009. The major changes to the policy include a review of current legal and regulatory mandates at the local and state level and recommendations regarding those aspects of the policy. All parts of the policy were reviewed for consistency with other school system policies. Language was revised and recommended as needed to address policy standards. See Circular Series 2009-2010, No. 4.

(New) 1060 Bullying, Cyberbullying, Harassment, or Intimidation (View)
The Howard County Board of Education adopted new Policy 1060. This policy was developed to satisfy requirements of state law and to set specific expectations for the implementation of prevention and intervention strategies. The implementation procedures specify how incidents of bullying, cyberbullying, harassment, or intimidation will be handled. The new policy and implementation procedures were issued in Circular Series 2009-2010, No. 10.

3030 Research Involving Employees and Students (View)
The Howard County Board of Education adopted a revision of the implementation procedures for Policy 3030-PR on March 12, 2009. The revision is intended to provide a more effective governance of the policy in certain situations.

4060 Third Party Billing
New Title: Medicaid Reimbursement For Health-Related Services (View)
The Howard County Board of Education adopted a revision of Policy 4060 on January 8, 2009, including the title change. Eligibility requirements for reimbursement under Third Party Billing are clarified and expanded. Separate requirements are delineated for children, for service providers, and for the HCPSS to be eligible for reimbursement. Additionally, HCPSS will only seek reimbursement for services that do not result in additional costs to a family or to the HCPSS. The revised policy and implementation procedures were issued in Circular Series 2008-2009, No. 203.

6010 School Attendance Areas (View)
The Howard County Board of Education adopted a revision of Policy 6010, School Attendance Areas, on April 16, 2009, effective immediately. A minor change has been made to Policy 6010, following the adoption of the High School Capacity Guidelines. The definition of Program Capacity, III.F (c), “90%” is changed to “80% or 85%.” There are no
changes to the implementation procedures. The revised policy was issued in Circular Series 2009-2010, No. 3.

6030 Procurement of Architectural and Engineering Services
New Title: Procurement of Architectural/Engineering and Construction Management Services (View)
On November 6, 2008, the Board adopted a revision of Policy 6030. A pool of professional firms was established and will consist of qualified professionals for most HCPSS projects. The process for selection to the pool is delineated and specifies that the Board makes the final selection of professionals for projects upon the recommendation by the Superintendent. The revised policy and implementation procedures were issued in Circular Series 2008-2009, No. 158.

6040 Procurement of Construction Management Services (Rescinded)
On November 6, 2008, the Board rescinded Policy 6040, Procurement of Construction Management Services. All key components of this policy were updated and incorporated into the revisions of Policy 6030, renamed Procurement of Architectural/Engineering and Construction Management Services. Notice of this action was published in Circular Series 2008-2009, No. 157.

6060 Improvements to School Sites or School Facilities
New Title: Community Improvements to School Sites or School Facilities (View)
On June 25, 2009, the Board adopted amendments to Policy 6060. Several definitions were modified, and changes were made in the standards section and in the implementation procedures. The title of the policy has been changed to Community Improvements to School Sites or School Facilities, formerly titled Improvements to School Sites or School Facilities. The revised policy and implementation procedures were issued in Circular Series 2009-2010, No. 11.

6070 Closing of Schools
New Title: Discontinuation of School Use (View)
Changes to Policy 6070 include clarifying the school closing process as well as distinguishing it from the policy on emergency closure. Changes to the implementation procedures include “factors” used when discontinuing a school, as well as specifying recipients who receive written notification of the discontinuation of school use. The revised policy and implementation procedures were issued in Circular Series 2009-2010, No. 6.

7060 Royalties (View)
Policy 7060 was adopted on April 16, 2009. The policy has been updated to cover not only written materials and books, but also other types of materials and processes. The policy encourages employees to research, author, or produce. Clarification was made regarding the
amount that must be donated to an approved charity if an employee produces or authors a product that is purchased by the Howard County Public School System. The revised policy and implementation procedures were issued in Circular Series 2009-2010, No. 9.

7080 Transfer of Administrators
New Title: Transfer of School-Based Administrators (View)
Policy 7080 was reviewed under the guidelines for policy development and adoption. Changes in the policy include a title change from Transfer of Administrators to Transfer of School-Based Administrators. Additional changes were made in the definitions and standards. Revisions to the implementation procedures include notification procedures for various transfers and clarification of the process needed for a voluntary transfer. The revised policy and implementation procedures were issued in Circular Series 2008-2009, No. 200.

7090 Administrative Transfer of Teachers
New Title: Transfer of Teachers (View)
Policy 7090 was approved by the Board on March 12, 2009. The purpose of this policy is to establish a clear process for the administrative transfer of teachers without limiting the statutory authority of the Superintendent to transfer certificated personnel as the needs of the schools require. The policy and procedures have been edited to reflect feedback from Board members, the public hearing, and the Superintendent’s cabinet. The revised policy and implementation procedures were issued in Circular Series 2008-2009, No. 201.

7100 Family and Medical Leave (View)
Policy 7100 was approved by the Board on February 12, 2009. All parts of the policy were reviewed to update legal references and provide consistency with other school system policies. Changes to Policy 7100 include the addition of the National Defense Authorization Act of 2008, which is an amendment to the Family and Medical Leave Act of 1993. It also updates the policy with the inclusion of those employees covered under the National Defense Authorization Act of 2009. Changes to the implementation procedures include clarification of circumstances that affect leaves taken at the end of a term. The revised policy and implementation procedures were issued in Circular Series 2009-2010, No.8.

7130 Substitute Teachers (View)
On February 13, 2009, the Board adopted revisions to Policy 7130. The revised policy includes updates to language regarding the role of the Board and the Temporary Services office in providing substitute teachers. The implementation procedures identify the orientation program as a prerequisite for eligibility as a substitute teacher. The revised policy and implementation procedures were issued in Circular Series 2008-2009, No. 204.

9000 Enrollment, Residency, Student Assignment, and Admission to Pre-K and Kindergarten (View)
On September 18, 2008, the Board adopted a revision to the implementation procedures of Policy 9000. Early admission to kindergarten has been changed to reflect a new window of eligibility. Early admission to kindergarten is now open only to children whose birthdays fall between September 2 and October 15, inclusive, updating the former window of September 2 to November 15. This revision to early admission will apply to requests beginning with fall 2009. The revised implementation procedures were issued in Circular Series 2008-2009, No. 120. 9000 Enrollment, Residency, Student Assignment, and Admission to Pre-K and Kindergarten (View)
On March 12, 2009, the Board adopted additional revisions to Policy 9000. Policy revision clarifies enrollment ramifications of students who become non-residents during the school year because the parents with whom they reside move out of Howard County. The policy revision addresses the exception for students who become non-residents during their junior or senior high school year or after the last day of their sophomore or junior year. A revision was also made to the implementation procedures to clarify the admission of out-of-district students to the JROTC program. It specifically outlines procedures for which students are eligible to apply, when applications must be received, what students transferring into the school system during the school year or summer months must do, and when exceptions may be made. The revised policy and implementation procedures were issued in Circular Series 2008-2009, No. 202.

9240 Student Use and Possession of Tobacco (View)
On April 16, 2009, the Board adopted revisions to Policy 9240. Changes to the policy include updating language in the definitions and including a definition for School Bus Stop. Language and references have been updated, and a section has been added referencing other board policies and documents. Language has also been updated in the implementation procedures. The revised policy and implementation procedures were issued in Circular Series 2009-2010, No. 5.

Minor Edits
When minor edits are required that do not make substantive changes to the text of policy or implementation procedures, an editing note will be added to the document but the document will not be disseminated in hard copy. Instead a list of the edits will be disseminated via circular at the end of each semester. Minor edits may include correction of typographical errors or removal/revision of references to policies which have been changed by Board of Education action. Copies of the revised documents may be viewed and/or downloaded from the Web site.
