1010 Discrimination (View)
On February 7, 2008, the Board adopted a revision of Policy 1010. Implementation procedures were also revised. Issues addressed include, but are not limited to, providing a clearer definition of discrimination, updating notification procedures, providing clear pathways for complaints for all groups, requiring certain staff who receive complaints to take appropriate action, updating references to Education that is Multicultural, and stating that violators may be required to participate in certain interventions. 1020 Sexual Harassment (View)
On February 7, 2008, the Board adopted a revision of Policy 1020. Implementation procedures were also revised. Issues addressed include, but are not limited to, emphasizing the importance of considering whether the Child Abuse and Neglect policy is applicable, updating notification procedures, updating requirements related to the availability of complaint forms, providing clear pathways for complaints for all groups, requiring certain staff who receive complaints to take appropriate action, and stating that violators may be required to participate in certain interventions. 2030 Ombudsman (View)
On November 29, 2007, the Board adopted a revision of Policy 2030. The purpose of the review was to ensure that the policy and current job description for the Ombudsman were aligned and that the new policy met the intent of the Board. See Circular Series 2007-2008. No. 164. (Note: This policy has no implementation procedures.)

3000 Religious Observances (View)
On September 20, 2007, the Board adopted an extensive revision of Policy 3000, Religious Observances. Implementation procedures were also revised. Issues addressed include, but are not limited to, the definition religious obligations, the process for requesting reasonable accommodations for religious obligations, opening exercises/moments of silence, the role of staff concerning religion, curriculum waivers for religious reasons, religious clubs, clothing as an expression of religious practice, and prayer in schools. The revised policy with highlights of changes were issued in Circular Series 2007-2008, No. 154.

4090 Debt Management (View)
On April 10, 2008, the Board adopted new Policy 4090, Debt Management. Implementation Procedures were also developed. The policy establishes the parameters and process for issuing debt as well as managing outstanding debt. The policy is limited to lease obligations of the Board. Implementation procedures address financial and economic planning for issuance of lease obligations, debt procedures, and management of lease obligations. See Circular Series 2007-2008, No. 267.

4100 Investment (View)
On April 10, 2008, the Board adopted new Policy 4100, Investment. Implementation Procedures were also developed. This policy establishes the investment scope, objectives, and delegation of authority from the Board of Education to invest school system funds, and the standards of prudence to be applied to such investments. Implementation procedures address investment instruments, collateralization, qualified financial institutions and intermediaries, management of program, and performance. See Circular Series 2007-2008, No. 268.

5000 Food and Nutrition Services
On October 11, 2007, the Board rescinded Policy 5000, Food and Nutrition Services. It was determined that all key components of this policy were updated and included in Policy 9090, Wellness through Nutrition and Physical Activity. Notice of this action was published in Circular Series 2007-2008, No. 116.

5220 School Bus Contracts and School Bus Personnel (View)
On April 10, 2008, the Board adopted a revision of Policy 5220, formerly Criteria for Selecting School Bus Contractors. Implementation procedures were also revised. The revision incorporated key components of Policy 5230, which was then rescinded. Issues addressed include, but are not limited to, the composition of the advisory committee; removal of details subsumed under legal, regulatory, and contractual requirements; liability insurance, emergency contracts, professional development; mechanical performance of buses; and disciplinary requirements. 5230 School Bus Contractors, Bus Operators, and Assistants
On April 10, 2008, the Board rescinded Policy 5230, School Bus Contractors, Bus Operators, and Assistants. All key components of this policy were updated and incorporated into the revisions of Policy 5220, renamed School Bus Contracts and School Bus Personnel. Notice of this action was published in Circular Series 2007-2008, No. 270.

6000 Site Selection and Acquisition (View)
On October 11, 2007, the Board adopted a revision of Policy 6000, formerly School Site Selection and Acquisition. Implementation procedures were also revised. Issues addressed include, but are not limited to, addressing both school and non-school sites, health and safety issues, the Site Review Committee, removing references to feeder patterns, removing school capacity tables and parking space requirements, moving acreage guidelines to procedures, requiring consideration of water and sewer issues, replacing a soil survey requirement with a Phase I Environmental Site Assessment, requiring two appraisers, and requiring a timetable for acquisition. 7010 Confidentiality of Personnel Records and Files (View)
On February 7, 2008, the Board adopted a revision of Policy 7010, formerly Confidentiality of Personnel Records. Implementation procedures were also revised. The revision focuses the policy on personnel files, replaces broad policy statements with more specific confidentiality standards, updates the definition of personnel file, aligns certain standards with rights outlined in negotiated agreements, and clarifies that records of grievances and 4-205 appeals will not be included in personnel files. Provisions within the Implementation Procedures were either removed or moved to Policy, so there no longer are separate procedures. See Circular Series 2007-2008, No. 209.

7020 Nepotism (View)
On January 10, 2008, the Board adopted a revision of Policy 7020, Nepotism. Implementation procedures were also revised. The revision addresses issues beyond initial hiring; adds a context of conflict of interest; replaces primary/secondary relationships with direct supervision, evaluation, or discipline; and broadens a standard to include relationships and living arrangements; The revised policy with highlights of changes were issued in Circular Series 2007-2008, No. 200.

7070 Appointments to Administrative and Supervisory Certificated Personnel (View)
On April 10, 2008, the Board adopted a revision of Policy 7070, formerly Promotion for Certificated Personnel to Administrative and Supervisory Positions. Implementation procedures were also revised. Issues addressed include, but are not limited to, the authority of the Superintendent and Board relative to hiring, promotion, and transfer; advertisement of school-based administrative positions; promotion from within; addressing the needs of schools; review of job descriptions; job requirements; screening; hiring steps; the assistant principal pool; and exceptions for unique situations. 8020 Grading and Reporting: High School (View)
On June 12, 2008, the Board adopted revision recommended by staff to Policy 8020, Grading and Reporting: High School. Implementation procedures were also revised. Issues addressed include, but are not limited to, calculating weighted and unweighted G.P.A. and class rank, clarifying codes regarding credit and calculating the G.P.A., and modifying promotions to reflect current practice. 8030 Graduation Requirements (View)
On April 10, 2008, the Board adopted a revision of Policy 8030, Graduation Requirements. Implementation procedures were also revised. Issues addressed include, but are not limited to, making appropriate provisions for the Bridge Plan for Academic Validation, updating the mathematics credit requirement, and removing a limitation related to American Sign Language. 9000 Enrollment, Residency, Student Assignment, and Admission to Pre-K and Kindergarten (View)
On April 10, 2008, the Implementation Procedures were revised to modify early admission procedures for Pre-K and K effective spring 2009, to clarify enrollment of students when there is joint custody, to clarify documents required to prove residency, to address enrollment of students in state-supervised care, and to delete a provision related to half-day kindergarten The revised procedures with highlights of changes were issued in Circular Series 2007-2008, No. 273.

9010 Attendance (View)
On September 20, 2007, the Implementation Procedures were revised to add language under lawful/excused absences related to requests for absences for religious obligations other than religious holidays. The revised procedures with highlights of changes were issued in Circular Series 2007-2008, No. 155.

9020 Students’ Rights and Responsibilities (View)
As a result of actions of the Board of Education on December 13, 2007 and January 10, 2008, Policy 9020 and the associated Implementation Procedures have been edited and revised to remove references to Policies 9220 and 9040, and to revise title references to Policy 9100. Dissemination in hardcopy form will be delayed until July 1, 2008, as some changes are not effective until that date and as other minor changes to this policy may occur. The revised document is accessible on the school system’s website. See Circular Series 2007-2008, No. 186.

9040 High School Grievance Committee
On December 13, 2007, the Board acted to rescind Policy 9040, High School Grievance Committee. While a high school grievance committee maybe a useful tool for some schools, having such a committee should not be a policy requirement. Many means exist in the school system for remediation, both within policy and other avenues to provide a voice for students at the high school level. See Circular Series 2007-2008. No. 175.

9050 Student Records and Confidentiality (View)
On March 13, 2008, the Implementation Procedures were revised to clarify the rights of eligible students (students who turn 18 or attend a postsecondary institution) and their parents under FERPA, and also to address the rights of noncustodial parents to receive school-related information, in accordance with state regulation. The revised procedures with highlights of changes were issued in Circular Series 2007-2008, No. 255.

9100 Educational Programs for Pregnant and Parenting Students (View)
On January 10, 2008, the Board adopted a revision of Policy 9100, formerly titled Educational Programs for Pregnant Students. Implementation procedures were also revised. Issues addressed include, but are not limited to, better reflecting current practice, including supports for parenting students; referencing Title IX requirements; highlighting the requirement under Policy 9050 for staff to divulge confidences related to pregnancy and providing clear procedures for staff to follow; and outlining support planning and programs, including cooperation with other state and local agencies. The revised policy with highlights of changes were issued in Circular Series 2007-2008, No. 199.

9200 Discipline (View)
On December 13, 2007, the Board adopted staff recommendation to more effectively communicate that the use of corporal punishment is prohibited by including this standard in the system’s overall approach to discipline. See Circular Series 2007-2008. No. 187.

On December 13, 2007, the Board acted to rescind Policy 9220, Corporal Punishment. Provisions of the policy were incorporated into Policy 9200, Discipline. See Circular Series 2007-2008. No. 188.

9280 Students Charged with Community or Reportable Offenses (View)
On June 12, 2008, the Board adopted a revision of Policy 9280, Students Charged with Community or Reportable Offenses. Implementation procedures were also revised. Issues addressed include, but are not limited to, updating reportable offense, highlighting the distinction between community offenses/offenses related to membership in a criminal gang and clarifying investigations and discipline for each, highlighting the parental role in alternative programming, and removing a reference to appeals. 10040 Charter Schools (View)
On April 10, 2008, the Board adopted a revision of Policy 10040, Charter Schools. Implementation procedures were also revised. Issues addressed include, but are not limited to, purpose, funding, assignment and transfer of employees, notice for renewal/closure, annual reports, tuition, tiered application process, charter agreement template, application deadline, technical feedback, and a provision that only completed applications be reviewed. See Circular Series 2007-2008, No. 272.

Minor Edits
When minor edits are required that do not make substantive changes to the text of policy or implementation procedures, an editing note will be added to the document but the document will not be disseminated in hard copy. Instead a list of the edits will be disseminated via circular at the end of each semester. Minor edits may include correction of typographical errors or removal/revision of references to policies which have been changed by Board of Education action. Copies of the revised documents may be viewed and/or downloaded from the Web site.

References to Policy 9220, Corporal Punishment, were removed as this policy was rescinded December 13, 2007.
6020 School Construction Program (View)
A reference to Policy 6000 was edited to reflect a change in title, which will become effective July 1, 2008.
9090 Wellness through Nutrition and Physical Activity (View)
Edited to remove reference on page 5 of 6 to Policy 5050.
