Policy 7000 Workforce Diversity and Inclusion

The purpose of this policy is to provide direction and accountability in the pursuit of a diverse and inclusive workforce where the implementation of employment practices are free of discrimination.

Policy 7010 Personnel Records

The purpose of this policy is to establish standards and procedures for the maintenance of confidentiality, disclosure of information, and security of personnel records, in accordance with federal, state, and local laws and regulations.

Policy 7020 Nepotism

The purpose of this policy is to promote fair employment practices, prevent discrimination, and to avoid conflicts of interest related to hiring, promotions, performance evaluations, and the administration of benefits. This policy also seeks to avoid the appearance of favoritism.

This policy does not apply to non-employment related, business issues such as procurement.

Policy 7030 Employee Conduct and Discipline

The purpose of this policy is to articulate expectations for employee conduct and establish standards to achieve the Board’s goal of providing a safe and nurturing environment within the HCPSS. The policy also establishes employee discipline procedures to guide responses in cases of alleged misconduct.

Policy 7040 Alcohol Use by Employees

The purpose of this policy is to establish standards and procedures for employees regarding the possession, use, or distribution of alcohol.

Policy 7050 Use of Drugs and Drug Paraphernalia By Employees

The purpose of this policy is to establish standards and procedures for employees regarding the possession, use, or distribution of drugs and drug paraphernalia and the abuse of over-the-counter and prescription medications.

Policy 7060 Intellectual Property and Royalties

The purpose of this policy is to establish provisions which define how proprietary rights are recognized when employees develop materials and other forms of intellectual property and how equitable allocation of royalties and other ownership rights is established.

Policy 7070 Appointments to Administrative and Supervisory Certificated Positions

The purpose of this policy is to provide direction for the appointment of certificated administrators and supervisors.

Policy 7080 Transfer of School-Based Administrators

The purpose of this policy is to establish a clear process for the transfer of administrators without limiting or proscribing in any way the statutory authority of the Superintendent to transfer certificated personnel as the needs of the schools require.

Policy 7090 Transfer of Teachers

The purpose of this policy is to establish a clear process for the administrative transfer of teachers without limiting or proscribing in any way the statutory authority of the Superintendent to transfer certificated personnel as the needs of the schools require.

Policy 7100 Family and Medical Leave

The purpose of this policy is to ensure the implementation of the Family and Medical Leave Act of 1993 (FMLA).

Policy 7110 Annual Leave for Administrative Personnel

To provide guidelines for the assignment of annual leave and provisions related to its use.

Policy 7120 Selection of Coaches and Advisors of High School Extracurricular Activities

The purpose of this policy is to establish criteria for the employment of both interscholastic athletic coaches and advisors of high school extracurricular activities that are Board-sanctioned and for which coaches or advisors receive stipends.

Policy 7130 Substitute Teachers

The purpose of this policy is to designate the responsibility and establish the procedures for the employment and assignment of qualified substitute teacher personnel.

Policy 7140 Bullying, Cyberbullying, Harassment, and Intimidation Involving HCPSS Employees

The purpose of this policy is to establish expectations for maintaining a safe and respectful workplace in the HCPSS where employee bullying and harassment on school property or at school-related activities, are not tolerated. This policy also provides standards for supporting HCPSS employees who are targets of employee bullying or harassment and for identifying and preventing bullying and harassment.
